If it doesn't specifically explain what they mean, they absolutely can use it to apply to any kind of mask they want, in whatever situation they want. Whenever I see purposely vague stuff like this, I pretty much automatically assume that's because it's intended to be used as a weapon. I am very cynical about this stuff nowadays though so take what I say with a grain of salt.
